Louise Bridge

The Louise Bridge is set to close on Friday, March 28 for a one-day repair to the structure’s bearings.

The City of Winnipeg says the bridge will close to traffic in both directions from 9 a.m. to 3:30 p.m.

Pedestrian access on the bridge will be maintained to the west sidewalk during the closure.

The bridge will remain open for the morning and afternoon rush periods. Motorists should use either the Provencher Bridge or Disraeli Bridges to cross the river during the closure period.

The RNC is warning the public of the presence of a synthetic opioid, Protonitazine, which is being distributed on the illicit market. Through a toxicology report connected to a recent sudden death on the Northeast Avalon, the RNC has confirmed the presence of the synthetic opioid that is three times more potent than fentanyl, which is known to have fatal effects in minute doses.

This investigation has determined that Protonitazine was obtained on the illicit market, sold as Dilaudid. The pill form of Protonitazine appears almost identical to a Dilaudid pill.

The RNC is advising drug users to use extreme caution when using illicit drugs given there are no controls in place to confirm the validity of the content of  the substances.

Iqaluit Coun. Sam Tilley says he is healed and more motivated than ever to serve the community following his return from treatment for alcohol use.

Tilley made his return to city council Tuesday night after taking part in a two-month program in British Columbia.

“I speak to you today not just as a councillor, but as a person who has faced struggle, stood at a crossroads and made the choice to fight for my future,” Tilley said in a statement to councillors.

He described the past few months as “deeply personal” and “transformative,” as he has worked to address his addictions, trauma and mental health issues.

“By acknowledging and treating these struggles, I gained an understanding of resilience, compassion, and strength — qualities I believe are essential in serving our community,” he said.

Tilley used his statement to speak to others in Iqaluit who might be struggling with mental health and addiction. His message is: you are not alone.

“I stand as proof that change is possible, healing is possible, strength is possible, and if my journey can inspire even one person to take that first step to reach out, to believe that there is hope, then every struggle has been worth it,” he said.

“Let us come together as a community, remove stigmas, support one another, and build a healthier, more compassionate city for everyone.”

Tilley’s statement was met with applause.

Councillors Simon Nattaq and Amber Aglukark followed with statements of their own praising Tilley for his recovery.

“As an Inuk man, your journey is not just personal, it’s powerful and inspiring for everyone who is watching,” Aglukark said, mentioning that she has known Tilley since they grew up together in Arviat.

“You’ve demonstrated that true healing is possible, and in doing so, you are leading by example.”

Mayor Solomon Awa also praised Tilley for his progress.

“The things that we go through cannot change unless we rise up and change them,” he said.

Tilley, who is in his second term on council, spoke with reporters after the meeting. He described the program he attended as three years’ worth of treatment done over nine weeks.

He spoke of being surrounded by the tall trees of Vancouver Island, and the “healing” opportunity when he was given a blanket in a ceremony led by members of the Saanich First Nations.

He said he has a “clear mindset” and a positive outlook on the future as he remains committed to serving on city council.

“The people that voted for me — and not just who voted for me, but the people of Iqaluit — need to know these kinds of things,” Tilley said when asked about going public about his treatment.

“I felt obligated to do it for them. Not just for them, but for myself.”

The three gunmen who opened fire at a Scarborough pub earlier this month "appeared young, professional [and] calm,” Coun. Michael Thompson said, citing his conversations with victims. Twelve people were injured in the shooting, but no one was killed.

Winnipeg police say they will confirm the identity of “Buffalo Woman,” the previously unidentified final victim of a convicted serial killer, at a press conference Wednesday afternoon.

Also known by the community as Mashkode Bizhiki’ikwe, the Indigenous woman’s remains have not been found.

For months, the only evidence police had pointing to Buffalo Woman’s identity was DNA found on a jacket cuff. They say the young Indigenous woman, likely in her mid-20s, was wearing that reversible Baby Phat-branded jacket when she was last seen.

The Winnipeg Police Service will hold a media availability at 1 p.m. to shed more light on the investigation. Also present will be Manitoba Premier Wab Kinew, Winnipeg Mayor Scott Gillingham, Assembly of Manitoba Chiefs Grand Chief Kyra Wilson, St. Theresa Point Anisininew Nation Chief Raymond Flett, and Chief Gene Bowers.

“Buffalo Woman,” Rebecca Contois, Marcedes Myran and Morgan Harris were the victims of Winnipeg serial killer Jeremy Skibicki, who was convicted of first-degree murder in their slayings.

Contois’ partial remains were found in a dumpster and at the Brady landfill, while those of Myran and Harris were found at the Prairie Green landfill.

The 45th federal general election is scheduled for Monday, April 28, 2025.  Canadians will vote for a new member of Parliament in each of 343 ridings.

On Sunday, March 23, after being in power for nine days, Prime Minister Mark Carney requested Gov. Gen. Mary Simon to dissolve Parliament which triggered the federal election. Carney will run for a seat in the Ottawa riding of Nepean.

Voter Registration

To vote, you must be registered. To be eligible to vote, you must be a Canadian citizen at least 18 years of age with proof of identification. If you voted in the last election, you’ll receive a voter card in the mail.

If you didn’t vote, or you’ve moved since the last election, you can register as a voter or update your voter information:

• In person at an Elections Canada office
• By phone at 1-800-463-6868
• On the Elections Canada website

You can go to Elections Canada to see if you’re on the voters list. If you need to register you can do so at your local Elections Canada office until April 22 at 6 p.m. Find your nearest Elections Canada office here.

The deadline for registering in advance, both online or in person at an Elections Canada office, is April 22. After that date, you must register at a voting station.

You can expect your Voter Registration Card to arrive by or around April 11 which will indicate where and when you vote. If your voter registration card doesn’t arrive by then, visit the online voter registration service here.

Voting in Person

You can vote in person on election day April 28 at your assigned polling station.

You can vote on advance voting days from April 18 to 21, from 9 a.m. to 9 p.m., at an assigned advance polling station. You can also vote in advance on any day up until April 22 at 6 p.m. at an Elections Canada office.

Students living on or near a post-secondary campus can vote at special on-campus voting stations with a special ballot from April 13 to 16 from 9 a.m. to 9 p.m. Here’s a list of participating campuses.

Special voting stations will be set up for those on a military base, in a long-term care facility, or an acute care facility or hospital. Check Elections Canada for more information on voting by special ballot.

Voting in Advance

Advance voting will be scheduled for specific days at your polling station. Otherwise, you can vote early at any Elections Canada office. Advance voting days are from April 18 through April 21 from 9 a.m. to 9 p.m.

You can also vote in advance at any Elections Canada office until 6 p.m. on April 22.

Voting by Mail

To vote by mail you must register by April 22 at 6 p.m. After you’ve registered, you’ll receive a vote-by-mail kit from Elections Canada.

Your voting package must be returned before the end of day on April 28. Make sure to leave yourself enough time to receive and return your vote-by-mail kit.

Breach of Release Order X2 / Resist Arrest

Multiple calls came in at approximately 10:20PM on March 25th where a female was said to be entering yards and checking vehicles in the 1800 block of Richmond Avenue. Police located an intoxicated female matching the description given. When the female was approached, she attempted to run away. The 17-year-old female was caught and found to be breaching her court orders (Abstain and Curfew). She was medically cleared and held in detention cells for court in the morning on March 26th, 2025.

Arrest Warrant

A male was spotted on the corner of 9th Street and Rosser who was known to have an endorsed Warrant for his arrest. (Failure to Attend Court X2 / Assault). The 40-year-old male was arrested and released via Appearance Notice with a court date of April 24th, 2024.

Assault

On March 9th Police were called to the 200 block of Pacific Avenue for a 15-year-old female who had been assaulted and was bleeding from the head. An investigation led to the arrest of a 15-year-old female alongside a 16-year-old female on March 25th who were charged with Assault. They were released on an Undertaking and Notice to Parents. A court date of May 27th, 2025, has been set.

Motor Vehicle Accident

On March 25th at 3:42PM a 911 call was received reporting a semi and car collision. The car, holding five occupants, was traveling east on Richmond Avenue when the collision occurred. All five were transported to Brandon Regional Health Centre and were in stable condition. The investigation remains ongoing at this point. Charges pending after review of video / statements from witnesses. 

Arrest Warrant / New Charges – Carry Concealed Weapon & Possession of a Weapon

Police were in the 600 block of Princess Avenue on March 25th at approximately 11:40AM, when a person’s check was conducted. It was confirmed the 50-year-old male had an endorsed Warrant for his arrest (Theft Under $5000). Upon arrest he was found to have a BB gun concealed in his pocket. He was released on an Undertaking/Appearance Notice with a court date of April 24th, 2025 (Warrant) and June 5th, 2025 (New charges).

Failure to Comply Undertaking

On March 25th at 2:59PM police attended a residence in the 1500 block of Stickney Avenue East where evidence was provided of contact between two brothers. A 22-year-old male was on Undertaking conditions not to communicate with his brother. Messages began on March 24th. Police located the male at his residence and arrested him. He was released on an Appearance Notice with a court date of June 5th, 2025.

Domestic Assault

911 informed BPS of an Assault in progress at 7:28PM on March 25th.  Police attended and found a 24-year-old female who had been assaulted by her intoxicated boyfriend, 25-year-old male. He had left the scene prior to Police arrival. The female did not require medical and will attend BPS March 26th to provide a statement. The incident was captured on video. The male was located at his address and the father was able to get the suspect to come to the door. He was arrested, transported to BPS, charged with Domestic Assault and released on an Undertaking. A court date is set for May 29th, 2025.

Disobey Court Order

On March 25th at 7:43PM a 42-year-old female reported that her ex was served a Protection Order (on March 25th), yet he has been texting which violates the order. The 40-year-old male was located by police and charged. He was released on an Appearance Notice.

Mischief Under $5000

On March 26th at 1:04AM a call came in regarding a home being egged in Confederation Bay by a known to them suspect. Police attended and located the 26-year-old male. He was arrested, transported to BPS and later released on an Undertaking with a court date of June 5th, 2025.

Arrest Warrant

On March 26th at 4:14AM Police conducted a persons check with a 26-year-old male who was walking in the 600 block of 10th Street. It was confirmed the male had a Warrant for Arrest (Breach of Probation). He was arrested and released on scene on an Appearance Notice with a court date of April 24th, 2025.

MOOSE JAW — City hall wants to upgrade the South Hill water pumphouse and reservoir to increase capacity and enhance efficiency and hopes a federal grant can support the $10-million project.

During its March 24 regular meeting, city council voted unanimously to support the municipality’s project grant application to the federal Housing, Infrastructure and Communities Canada program’s Canada Housing Infrastructure Fund (CHIF).

This is the third initiative that council has submitted to CHIF, with the first being the $66.41 million Crescent View Headworks venue replacement project and the second being the $31.7 million infrastructure (cast iron) renewal program.

The current pumphouse system dates to 1977 and has aging pumps and electrical equipment that are nearly finished, a council report said.

Rehabilitating the structure — total cost is expected to be $9,808,568 — would increase reservoir capacity to 11,350 cubic metres from 9,100 cubic metres, make it more operationally efficient and add improved control systems and a backup generator, the document continued.

Furthermore, the project should enhance the water distribution system, improve fire protection, increase reliability, support future population growth and new housing developments of up to 60,000 residents, attract developers, promote sustainable development, lead to long-term cost savings and create more jobs, the report said.

The report noted that the city would fund the project through the operations budget and the water reservoirs budget. Contingency funds would also be included to cover unforeseen expenses.

The deadline to submit the federal application is Monday, March 31.

When asked when Moose Jaw might learn whether its application is successful, city administration said the federal election call has “thrown some of these things into a mix” since Ottawa cannot announce anything during this period. Therefore, city hall is in “wait-and-see mode” until after election day on Monday, April 28.

The application deadline was set months in advance of the election call, so the federal government’s departments will still take grant applications, administration continued. The intake process may remain the same if the Liberals return to power, while it could change if another party forms government.

He then asked administration how it would prioritize funding the three CHIF-submitted projects.

City manager Maryse Carmichael replied that administration will direct all funding toward the Crescent View headworks project, while she would discuss the situation with city hall’s grant writer, Tanya Reimer, who has a good relationship with her federal and provincial counterparts.

Carmichael noted that she would ask Reimer whether submitting several applications would change the municipality’s odds with acquiring federal funding.

“It would be good to know if that strengthens or weakens our applications, because if I had to put forward one, it would be Crescent View … ,” said Boyle.

Bevan Harlton, director of operations, chimed in and said all three infrastructure projects — Crescent View, South Hill water pumphouse and reservoir, and cast iron — are tender- and shovel-ready. However, he was unsure whether that fact would increase the city’s chances of acquiring money.

Harlton added that Moose Jaw, because of its size, has no assurance of receiving future grant money for projects, while city hall does not make any budget projects contingent upon federal or provincial funding.

The next regular council meeting is Monday, April 7.

TORONTO — Hudson’s Bay is asking an Ontario court to approve a restructuring agreement that will give it a short timeline to save the six stores it recently spared from liquidation.

Lawyers for the ailing department store want permission to move forward with an agreement it struck with lenders that will force it to start liquidating the stores it rescued on April 5, if it hasn’t found a likely transaction that will repay some of what it owes lenders by April 4.

Ashley Taylor, a lawyer for Hudson’s Bay, says the agreement wasn’t exactly what the department store wanted but was the best arrangement it could find as it remains in creditor protection.

Taylor says the company would have preferred an agreement that allowed it to save more stores and give it more time to find a way forward.

Hudson’s Bay’s request to Ontario Superior Court judge Peter Osborne to approve the restructuring agreement comes as the bulk of its 80 stores, 13 Saks Off Fifth locations and three Saks Fifth Avenue shops began liquidation sales this week.

Last week, the company was temporarily able to save its Toronto flagship location on Yonge Street, a store in the city’s Yorkdale mall and another at Hillcrest Mall in Richmond Hill, Ont. The remaining three survivors are located in the downtown Montreal area, Carrefour Laval mall and Pointe-Claire, Que.

The University of Toronto has named neuroscientist Melanie Woodin, the current dean of arts and science, to be its next president. She will be the university’s 17th president and the first woman to hold the job.

She will succeed Meric Gertler, who has served in the role for more than 11 years, on July 1. The announcement was made Wednesday morning at a meeting of the university’s governing council.

Last night, at 11:30 p.m. an adult male parked his BMW sedan in his driveway located in the area of William Rose Way and Wheat Boom Drive after returning from Goodlife Fitness in Oakville. As the victim parked his vehicle a dark coloured BMW SUV entered the driveway and the victim was pulled out of his vehicle by one of two suspects who demanded the victim’s vehicle keys. The keys were turned over to the suspects who stole the victim’s vehicle and fled south towards Dundas Street East.

No weapons were mentioned or observed and the victim did not sustain any physical injuries.

Both suspects are described as male, brown skin, approximately 5’10” tall, with heavier builds, wearing dark coloured hoodies, toques, and medial masks. A third suspect was observed driving the suspect vehicle.

The HRPS is requesting anyone with information regarding this investigation, including any security or dash cam video from the area of William Rose Way and Oakville Place Mall, between the hours of 10:00 p.m. and 11:45 p.m. to contact the 2 District Criminal Investigations Bureau at 905-825-4777 ext. 2216.
