VILNIUS, Lithuania (AP) — Despite economic successes, Lithuania’s center-right coalition could be replaced by the opposition Social Democrats and smaller center-left parties when voters in the Baltic country go to the polls on Sunday.

Strict COVID-19 measures and a migration influx from neighboring Belarus have cast shadows over conservative Prime Minister Ingrida Šimonytė’s government, which took office in 2020.

Although European Union member Lithuania has seen annual double-digit personal income growth and has one of the lowest inflation rates in the 27’nation bloc, most voters don’t seem to be impressed by these factors.

“The situation in the economy is far better than for example during the hardships of 2008-2010, but people rarely attribute the gain in personal wealth to the political leadership” said Nerijus Mačiulis, an economist at Swedbank. He referred to the global financial crisis, which hit the Baltic states hard and led to austerity measures.

Rima Urbonaitė, a political analyst at Vilnius’ Mykolas Romeris University, agreed.

“There’s a lot of disappointment and discontent among voters,” she said. “It is related to numerous crises and shocks and cannot be compensated by economic factors like positive change in purchasing power.”

Šimonytė has faced criticism for strict measures during the pandemic, with many complaining that her government didn’t do enough to help companies during lockdown. And others say thousands didn’t have proper access to health care services.

Šimonytė also has been lambasted for her handling of migrants arriving from Belarus. Lithuania has accused Belarus, its eastern neighbor, and Russia of orchestrating the influx.

A recent survey by pollster Vilmorus says that the Social Democratic Party, led by Vilija Blinkevičiūtė, would get 18% of the votes, while Šimonytė’s Homeland Union would get 9%. Nemuno Aušra, a newly registered party of right-wing politician Remigijus Žemaitaitis, who was impeached earlier this year for making antisemitic statements, would come in at 12%.

The poll, commissioned by the Lietuvos Rytas daily and based on about 1,000 interviews, was published Oct. 4. The margin of error was 3.1 percentage points.

The Social Democrats have ruled out an alliance with Žemaitaitis’ party, meaning that three or four parties, likely small groups representing the political center, will be necessary to form a governing coalition.

“I was voting for the conservatives for my entire life, but this year I’m thinking of giving my ballot to another good party, not to them,” said Darius Mikalauskas, a 51-year-old teacher in Vilnius. “Šimonytė and the entire Homeland Union looks battered, worn out and they would better spend some time on the spare bench.”

A shift to the left wouldn’t bring significant changes to the foreign policy of Lithuania, which also borders Russia’s Kaliningrad exclave to the west and Belarus to the east, analysts say. But the vote comes at a time when Russia’s war in Ukraine is fueling greater fears about Moscow’s intentions, particularly in the strategically important Baltic region.

“In this country, the foreign policy course is determined mainly by the president,” Urbonaite said, adding that “trading one minister with another would not mean significant change in its political course.”

Earlier this year, President Gitanas Nauseda beat Šimonytė in the presidential election and won a second five-year term. Despite widespread criticism and decreasing popularity, the ruling party also won a majority of seats in the European Parliament election.

In 2020, the southernmost Baltic country of nearly 3 million saw Šimonytė take her Homeland Union to victory in the parliamentary election. She later formed a coalition with two liberal parties, the Freedom Party and the Liberal Movement.

Four years later, Lithuanians return to the polling stations for a first round.

About 2.4 million people are eligible to elect 141 members of the parliament, or Seimas, for a four-year term in two rounds. On Sunday, 70 lawmakers will be elected by party lists joined by those in single-mandate constituencies who manage to win more than 50% of votes. The runoff is Oct. 27, when the majority of single-member constituencies will vote to choose between the two leading candidates.

PESHAWAR, Pakistan (AP) — Suspected militants riding on a motorcycle opened fire on a vehicle carrying police officers Thursday in a former stronghold of the Pakistani Taliban, killing two of them and wounding two others, police said.

The attack happened in Tank, a city in Khyber Pakhtunkhwa province bordering Afghanistan, local police official Sher Afzal said.

No group has claimed responsibility, but suspicion is likely to fall on the Pakistani Taliban, known as the Tehreek-e-Taliban Pakistan or TTP, who often target security forces.

The TTP are outlawed in Pakistan. They are separate from but a close ally of the Afghan Taliban who control neighboring Afghanistan.

The latest violence came a day after at least three people were killed in clashes in the northwestern town of Jamrud between police and supporters of a banned right group Pashtun Protection Movement or PTM, which authorities say supports TTP.

The government has also barred PTM from holding rallies in the northwest, allegedly because the demonstrations are against the interests of Pakistan. PTM denies backing the Pakistani Taliban, and tension was growing Thursday after the group vowed to resist the ban on their rallies.

TAMPA, Fla. (AP) — Hurricane Milton plowed into Florida as a Category 3 storm Wednesday, bringing misery to a coast still ravaged by Helene, pounding cities with winds of over 100 mph (160 kph) after producing a barrage of tornadoes, but sparing Tampa a direct hit.

The storm tracked to the south in the final hours and made landfall in Siesta Key near Sarasota, about 70 miles (112 kilometers) south of Tampa. The situation in the Tampa area was still a major emergency as St. Petersburg recorded over 16 inches (41 centimeters) of rain, prompting the National Weather Service to warn of flash flooding there as well as other parts of western and central Florida.

Tropicana Field, the home of the Tampa Bay Rays in St. Petersburg, appeared badly damaged. The fabric that serves as the domed building’s roof was ripped to shreds in the fierce winds. It was not immediately clear if there was damage inside the stadium. Multiple cranes were also toppled in the storm, the weather service said.

St. Petersburg residents also could no longer get water from their household taps because a water main break led the city to shut down service.

More than 2.6 million homes and businesses were without power in Florida, according to poweroutage.us, which tracks utility reports.

Before Milton even made landfall, tornadoes were touching down across the state. The Spanish Lakes Country Club near Fort Pierce, on Florida’s Atlantic Coast, was hit particularly hard, with homes destroyed and some residents killed.

“We have lost some life,” St. Lucie County Sheriff Keith Pearson told WPBF News, though he wouldn’t say how many people were killed.

About 125 homes were destroyed before the hurricane came ashore, many of them mobile homes in communities for senior citizens, said Kevin Guthrie, the director of the Florida Division of Emergency Management.

About 90 minutes after making landfall, Milton was downgraded to a Category 2 storm. By early Thursday, the hurricane was a Category 1 storm with maximum sustained winds of about 90 mph (145 kph) as it churned about 40 miles (65 kilometers) south-southwest of Orlando.

Heavy rains were also likely to cause flooding inland along rivers and lakes as Milton traverses the Florida Peninsula as a hurricane, eventually to emerge in the Atlantic Ocean on Thursday. It is expected to impact the heavily populated Orlando area.

The storm slammed into a region still reeling two weeks after Hurricane Helene flooded streets and homes in western Florida and left at least 230 people dead across the South. In many places along the coast, municipalities raced to collect and dispose of debris before Milton’s winds and storm surge could toss it around and compound any damage.

Officials had issued dire warnings to flee or face grim odds of survival.

“This is it, folks,” said Cathie Perkins, emergency management director in Pinellas County, which sits on the peninsula that forms Tampa Bay. “Those of you who were punched during Hurricane Helene, this is going to be a knockout. You need to get out, and you need to get out now.”

By late afternoon, some officials said the time had passed for such efforts, suggesting that people who stayed behind hunker down instead. By the evening, some counties announced they had suspended emergency services.

Jackie Curnick said she wrestled with her decision to stay aat home in Sarasota, just north of where the storm made landfall. But with a 2-year-old son and a baby girl due Oct. 29, Curnick and her husband thought it was for the best.

Curnick said they started packing Monday to evacuate, but they couldn’t find any available hotel rooms, and the few they came by were too expensive.

She said there were too many unanswered questions if they got in the car and left: Where to sleep, if they’d be able to fill up their gas tank, and if they could even find a safe route out of the state.

“The thing is it’s so difficult to evacuate in a peninsula,” she said. “In most other states, you can go in any direction to get out. In Florida there are only so many roads that take you north or south.”

At a news conference in Tallahassee, Gov. Ron DeSantis described deployment of a wide range of resources, including 9,000 National Guard members from Florida and other states; over 50,000 utility workers from as far as California; and highway patrol cars with sirens to escort gasoline tankers to replenish supplies so people could fill up their tanks before evacuating.

“Unfortunately, there will be fatalities. I don’t think there’s any way around that,” DeSantis said.

Officials warned that anyone staying behind must fend for themselves, because first responders were not expected to risk their lives attempting rescues at the height of the storm.

St. Petersburg Mayor Ken Welch told residents to expect long power outages and the possible shutdown of the sewer system.

In Charlotte Harbor, about 100 miles (160 kilometers) south of Tampa, clouds swirled and winds gusted as Josh Parks packed his Kia sedan with clothes and other belongings. Two weeks ago, Helene’s surge brought about 5 feet (1.5 meters) of water to the neighborhood, and its streets remain filled with waterlogged furniture, torn-out drywall and other debris.

Parks, an auto technician, planned to flee to his daughter’s home inland and said his roommate already left.

“I told her to pack like you aren’t coming back,” he said.

By early afternoon, airlines had canceled about 1,900 flights. SeaWorld was closed all day Wednesday, and Walt Disney World and Universal Orlando shut down in the afternoon.

More than 60% of gas stations in Tampa and St. Petersburg were out of gas Wednesday afternoon, according to GasBuddy. DeSantis said the state’s overall supply was fine, and highway patrol officers were escorting tanker trucks to replenish the supply.

In the Tampa Bay area’s Gulfport, Christian Burke and his mother stayed put in their three-story concrete home overlooking the bay. Burke said his father designed this home with a Category 5 in mind — and now they’re going to test it.

As a passing police vehicle blared encouragement to evacuate, Burke acknowledged staying isn’t a good idea and said he’s “not laughing at this storm one bit.”

VIENTIANE, Laos (AP) — Chinese Premier Li Qiang called for deeper market integration with Southeast Asia on Thursday during annual summit talks where territorial disputes in the South China Sea are likely to be high on the agenda.

The 10-member Association of Southeast Asian Nations’ meeting with Li followed recent violent confrontations at sea between China and ASEAN members Philippines and Vietnam that raised unease over China’s increasingly assertive actions in the disputed waters.

Li didn’t mention the row in his opening speech at the summit talks but said that intensifying trade relations between Beijing and ASEAN — a market of 672 million people — are beneficial for the bloc.

“The global economy is still seeing a sluggish recovery, protectionism is rising and geopolitical turbulence has brought instability and uncertainty to our development,” Li said.

“An ultra large-scale market is our greatest foundation for promoting economic prosperity. Strengthening market coordination and synchronization is an important direction for our further cooperation,” he said.

ASEAN and China said they made progress in negotiations to upgrade their free trade pact and expect to conclude the talks by next year. Officials said the expanded pact will cover supply chain connectivity, the digital economy and green economy. Since the two sides signed the free trade pact in 2010, ASEAN’s trade with China has leaped from $235.5 billion to $696.7 billion last year.

China is ASEAN’s No. 1 trading partner and its third-largest source of foreign investment — a key reason why the bloc has been muted in its criticisms of Chinese actions in the South China Sea. ASEAN leaders have repeatedly called only for restraint and respect for international law.

ASEAN members Vietnam, the Philippines, Malaysia and Brunei along with Taiwan have overlapping claims with China, which claims sovereignty over virtually all of the South China Sea and has become more aggressive in its attempts to enforce its claims. ASEAN members and China have been negotiating a code of conduct to govern behavior in the strategic waterway for years but progress has been slow. Sticky issues include disagreements over whether the pact should be binding.

Chinese and Philippine vessels have clashed repeatedly this year, and Vietnam said last week that Chinese forces assaulted its fishermen in a disputed area of the sea. Beijing has said it was defending its offshore territories. China has also sent patrol vessels to areas that Indonesia and Malaysia claim as exclusive economic zones. The Philippines, a longtime U.S. ally, has been critical of other ASEAN countries for not doing more to get China to back away.

The U.S. has no claims in the South China Sea but has deployed Navy ships and fighter jets to patrol the waterway and promote freedom of navigation and overflight. China has warned the U.S. not to meddle in the disputes.

But U.S. Secretary of State Antony Blinken, who will arrive in Vientiane on Thursday for the meetings, is expected to raise the issue of China’s aggression in the sea, officials said.

ASEAN leaders, who held a summit among themselves on Wednesday, also separately met with new Japanese Prime Minister Shigeru Ishiba and South Korean President Yoon Suk Yeol before convening an ASEAN Plus Three summit along with China.

ASEAN elevated its ties with South Korea to a “comprehensive strategic partnership” at the summit to boost cooperation. Yoon said the partnership will help both sides “create a new future together.”

Ishiba separately pledged to boost the Japan-ASEAN relationship by providing patrol vessels and training on maritime law enforcement, strengthening economic security through financial and other support and bolstering cybersecurity.

“Japan shares principles such as freedom, democracy and the rule of law, and would like to create and protect the future together with ASEAN,” he said.

The bloc will also hold individual talks with dialogue partners Australia, Canada, India, the U.S. and the United Nations that will culminate in an East Asia Summit of 18 nations including Russia and New Zealand on Friday.

Former ASEAN Secretary-General Ong Keng Yong said that despite challenges in addressing disputes in the South China Sea and the Myanmar civil war, ASEAN’s central role in the region is undisputable.

“ASEAN and its diplomatic maneuvers have sustained the relative peace and progress of Southeast Asia to date. ASEAN will continue to be useful in that regard. Big powers cannot do what they wish in the region,” said Ong, who is now deputy chairman of the S. Rajaratnam School of International Studies in Singapore.

After the Myanmar army ousted an elected government in 2021, fighting there has descended into a civil war that has killed nearly 6,000 people and displaced more than 3 million. The military has backtracked on an ASEAN peace plan it agreed to in late 2021 and fighting has continued with pro-democracy guerillas and ethnic rebels. Less than half of the country’s territory is believed to be under the army’s control.

Myanmar’s top generals have been shut out of ASEAN summits since the military takeover. Thailand will host an informal ASEAN ministerial-level consultation on Myanmar in mid-December as frustration grows in the bloc over the prolonged conflict.

DUBAI, United Arab Emirates (AP) — A series of suspected attacks by Yemen’s Houthi rebels targeted a ship on Thursday in the Red Sea, authorities said.

The attack comes as the rebels continue to threaten ships moving through the Red Sea, a waterway that once saw $1 trillion in goods move through it a year, over the ongoing conflicts in the Mideast stemming from the Israel-Hamas war in the Gaza Strip.

A ship in the Red Sea skirting the coast of the East Africa found itself struck first by a projectile that damaged the vessel, but sparked no fire and caused no injuries, the British military’s United Kingdom Maritime Trade Operations center said.

At least two more projectiles later fell in the waters around the vessel, which was a distance away from Hodeida, the Houthi-controlled port from which many of the rebels’ attacks have been launched.

The rebels did not immediately claim the attack. However, it can take them hours or even days to acknowledge their assaults.

The Houthis have targeted more than 80 merchant vessels with missiles and drones since the war in Gaza started in October. They seized one vessel and sank two in the campaign that has also killed four sailors. Other missiles and drones have either been intercepted by a U.S.-led coalition in the Red Sea or failed to reach their targets, which have included Western military vessels as well.

The rebels maintain that they target ships linked to Israel, the U.S. or the U.K. to force an end to Israel’s campaign against Hamas in Gaza. However, many of the ships attacked have little or no connection to the conflict, including some bound for Iran.
