The Manitoba government’s latest budget is bringing good news to the Town of Ste. Anne, as plans for a new high school are officially back on track.

The project was first approved in March 2023 under the Progressive Conservative government, with a target completion date of 2027. But when the NDP took office in October, the plan was put on hold, leaving local leaders and families wondering what would happen next. Now, with the new budget announced on Thursday, the high school is moving forward again.

Mayor Yvan St. Vincent is thrilled with the decision. “I'm extremely happy to hear this. It's certainly something that the Town of Ste. Anne and a few of our surrounding municipalities have been lobbying for, much like we are doing for the hospital. The RM of Ste. Anne, the Town of Ste. Anne and the RMs of La Broquerie and Tache all send students to this school as well as a few other municipalities. We're all quickly growing and we've outgrown the current school complex that we have. It was phenomenal news to hear that we're back on that list of getting a new school.”

The existing school setup in Ste. Anne was built for 600 to 700 students, but it now serves more than 1,100 across Ste. Anne Elementary, Ste. Anne Immersion, and Ste. Anne Collegiate. To make space, 10 portable classrooms have been added, and students and teachers are constantly adapting to find learning areas.

The new high school will be built in the northeast part of town, near Caledonia Road and St. Alphonse. The land is already owned by the school division, Ste. Vincent points out, and much of the needed infrastructure, like sewers, is already in place. He hopes that could help speed up the process, but so far, the town has not received a timeline on when construction will begin.

Seine River School Division is also relieved the project is moving forward and is compiling details to share. That is expected to happen next week following the public board meeting on Tuesday evening.

It’s unclear whether the new school will include a vocational program, but Mayor St. Vincent says that would make sense. “My assumption is it will be a vocational [school] because I think there’s a huge need for that in Manitoba and this area,” he says. However, there’s been no official word on that yet.

The budget announcement also suggests the new school will include daycare spaces, something the province has been working into new school projects. While it’s not confirmed, St. Vincent believes that’s the plan.

Another area of the budget that St. Vincent says is of interest involves funds to increase the number of medical professionals in the province.

“There's certainly a lot in the budget about increasing nurses and doctors and those kinds of things, whether that impacts Ste. Anne Hospital directly, we're not sure. We are hoping that it does.”

On top of the high school project, Ste. Anne is also getting $354,000 in grant money to build a sidewalk connecting Main Street to the new Co-op grocery store and the residential development off Langevin Road.

“It does seem very encouraging,” St. Vincent says of the overall budget. “The devil will be in the details, as they say, but on the surface, it does seem great.”

A Fredericton man arrested Thursday night after a violent incident uptown that sent a man to hospital was belligerent in court Friday as he was charged with aggravated assault.

Colin Jaffar Rogers, 28, of Westbrook Lane, initially appeared in Fredericton provincial court by telephone from the city police station cellblock Friday afternoon.

Fredericton police officers arrested Rogers at Canadian Tire on Smythe Street on Thursday night.

The police force charged him Friday with committing an aggravated assault on Joseph Gaudin by wounding him and/or endangering his life, assaulting Const. Deana Joka and resisting Const. Matt MacMellan, all stemming from Thursday night’s events.

Duty-free shops and other businesses that rely on cross-border traffic are “facing literal demise” and desperately need financial support from the federal government to help them weather the effects of tariffs and a dramatic drop in travel to the United States, according to the Frontier Duty Free Association and Border Mayors Alliance.

“Border community businesses that depend on cross-border traffic like Duty-Free stores, which are 100% reliant on Canadians crossing into the United States, are at a breaking point,” said Barbara Barret, executive director of the Frontier Duty Free Association in a press conference on Mar. 21. “We are calling on the federal government to step up now with targeted financial support and a plan that recognizes the unique vulnerabilities of border-dependent communities and the businesses that keep them alive.”

Cross-border trips have dropped dramatically in recent months, due to the continued threat of tariffs and President Donald Trump’s comments about Canada becoming the 51st state. In February, the number of Canadians returning to Canada via the two crossings in St. Stephen fell by 24 per cent compared with Feb. 2024.

This blow comes as businesses such as duty-free shops in border communities are still struggling to recover from the 20-month-long border closure during the COVID-19 pandemic, Barrett explained.

St. Stephen Mayor Allan MacEachern told the press conference that communities all along the border had “suffered greatly” through the pandemic and “we still haven’t got our feet under us from that”.

“When people and products don’t cross our borders it’s a huge impact to our communities,” he said. “We need to know that our government’s got our backs.”

The federal government, and the government of New Brusnwick have said that money will be available to help support businesses affected by tariffs.

Trina Jones, mayor of Woodstock, N.B., said that since businesses like duty-free qualified for support during the pandemic, there is no reason they should not be included now.

“I hope the government learned things from the pandemic, and remembers them today,” she said.

Cam Bissonnette, who owns two duty-free shops in British Columbia, struggled to fight back tears as he told the press conference how he is not sure whether he will be able to keep his business afloat.

“It feels like we’re hostages in economic warfare,” he said. “We’re not looking for a lot of money, we just want to stay solvent and pay our staff.”

I’ve seen a lot of recent worry — some of it deeply disingenuous and aimed solely at discrediting the Liberals now that the party is leading in the polls — about how Prime Minister Mark Carney’s current cabinet doesn’t include a Ministry for Women and Gender Equality, a Ministry for Labour and a Ministry for Official Languages.

If I thought these three very vital ministries had been permanently eliminated, I would be the first one on the frontlines calling this out. 

As it stands, Mark Carney’s current 24-member streamlined cabinet is transitional and specifically targeted to address the Trump threat. If the Liberals form the next government, I expect that those ministries will be fully restored, and ministers will be appointed to those important roles. This short-lived cabinet has at-most a 45-day life span, since elections will soon be called. It has one focus and one focus alone: fighting Trump’s tariffs and the existential threat that they pose to Canada’s sovereignty and economy.

There can be no Canadian ministries for women and gender equality, labour and official languages if there’s no Canada.

Monday, March 17: Alberta Health said there were 11 confirmed cases of measles in the province, one in Calgary, two in Edmonton and eight in the north. One person was hospitalized. “This is 100 per cent preventable,” said Dr. Isabelle Chapados, a clinical assistant professor of pediatrics at the University of Alberta, referring to declining vaccination rates.


Tuesday, March 18: Calgary’s Green Line LRT gets the green light from the federal government, ensuring matching federal funding of $1.53-billion. The revised provincial plan calls for an elevated line through downtown.


March 18: Premier Danielle Smith defended a $4.8-million increase in the premier’s office budget, saying it’s because the Canadian Energy Centre was folded into government. Former premier Jason Kenney created the controversial CEC, also referred to as the “war room,” in 2019 and gave it an initial $30-million budget to battle what he considered misinformation about Alberta’s oil sector. Smith’s UCP government closed the “war room” in 2024 but hired its staff. For example, Steve Rennick is being paid $430,000 over two years to do “energy advocacy” on behalf of the province, according to the government’s sole source contracts database.

Thursday, March 20: Premier Smith met with new Prime Minister Mark Carney and rejected any proposed constraints on oil and gas exports to the US. She also presented Carney with a list of demands, including new “oil and gas corridors to the north, east and west,” the repeal of legislation that she says hinders pipeline development and the lifting of a tanker ban off BC’s coast. Smith also demanded the removal of an oil and gas industry emissions cap, clean energy regulations, a federal prohibition on single-use plastics and a net-zero car mandate.


Friday, March 21: Prime Minister Carney met with all premiers and territorial leaders and called for energy infrastructure to be built more quickly across the country.
