After some delays Tuesday morning, the Province announced at about 11:30am that all provincial civil service offices in the East Prince, Queens County/Charlottetown, and Kings County areas would be closed for the day on Tuesday. That is due to the continued cleanup of the snow that was dumped on Kings and Queens Counties during the weekend storm.
Earlier in the day, it was announced that all provincial civil service offices in the West Prince area(s) would open at 10:30 a.m. on Tuesday.
All classes in the Public Schools Branch and French Language School Board had already been cancelled for Tuesday due to the road conditions and to allow for the continued cleanup. All Holland College locations, and UPEI’s Charlottetown and St. Peter’s Bay campuses were also closed for the day.

Due to the continued cleanup and current travel conditions, all classes in the Public Schools Branch and French language School Board are cancelled.
The opening of the Tourism and Culinary Centre and McMillan Centre For Community Engagement is delayed to allow for additional snow clearing on secondary roads. A further announcement will be made at 7:00 AM.
Plows are back out across the province this morning as the clean-up from the three-day storm is in full swing. It’s slow-going though as the snow is deep on many rural routes and the Transportation department has been using V-plows to try and punch holes in those roads that are completely plugged by deep, firmly packed snow.
The roads are snow covered and slippery, and of course sightlines are also hindered by the high snowbanks.
In Charlottetown, crews were working yesterday to clear them enough to get traffic flowing again. But there’s a lot of snow to deal with as they try and widen these streets. Again, high snowbanks are making it tough to see traffic, so drive carefully.
Charlottetown saw about 60cm of snow fall from Friday through Monday. Parts of Kings County saw more than 80cm of snow with the weekend storm system. There was less in Prince county, where some areas recorded about 15cm of snow, but that was still enough to cause whiteout conditions with those strong winds we saw.
Due to ongoing weather and uncertain road conditions, Health PEI is advising Islanders to call ahead before travelling to early morning appointments at hospitals (including surgeries/procedures), clinics and other health care services scheduled for Tuesday. A formal update about later appointments will be provided by 8:00 a.m.
Maritime Electric is reporting that more than 70 customers are affected by power outages this morning in the St Peters Harbour and Donagh areas,.

The Department of Transportation pulled all plows off all roads across the entire province as of late last night until the winds diminish. With the whiteout conditions, and drifting snow filling in the roads almost as quickly as the plows went through, the decision was made to pull them off the roads entirely.
The RCMP and Charlottetown Police are emphasizing that everyone should stay put and stay off the roads. Roads are impassable in areas across the province, and in Charlottetown as well.
Elections PEI has announced that today’s By-Election in District 19 Borden-Kinkora is being postponed until Tuesday, with the same voting locations in place. Elections PEI made the decision due to the weather and road conditions with the safety of the election workers as well as the voters of District 19 Borden-Kinkora in mind. Elections PEI will soon be providing more details.
All classes in the Public Schools Branch and French Language School Board are cancelled for today.
UPEI will be closed for the day. The AVC Veterinary Teaching Hospital will remain open for emergencies.
All Holland College locations will be closed today.
All provincial civil service offices are delayed until 12 noon on Monday, February 5, 2024, with a further announcement by 11:00 a.m.
The Confederation Bridge is currently closed to all traffic.
Maritime Electric is reporting some scattered power outages across the province. Right now, it says there are outages affected in Belfast, Charlottetown, Emyvale, St Peters Harbour and Stratford.
T3 Transit says it is cancelling all rural transit buses. They are planning to start Bus 1, which services university avenue, at 645 am. They plan on starting buses 2, 3 and 23 at 11:45am from downtown. T3 will also start the Stratford bus at 12:00pm from the Charlottetown DVA shelter, and will start the Cornwall bus from Royalty Crossing Mall at 12:15pm.
Obviously, we’re not the only ones being hit by this storm. The heavy, continuous snowfall prompted the Cape Breton Municipality to call for a local state of emergency. The municipality’s Mayor made the announcement in a video posted to her Facebook Sunday. McDougall says the local state of emergency is needed to keep people at home and off the roads. Cape Breton could see as much as 150 cm of snow by the time the storm system passes.

Charlottetown Police are asking people to stay off the roads as there have been whiteout conditions in areas , but especially avoid the area of Brackley Pt. Road and the bypass as there’s zero visibility in that area and a multiple number of vehicles have collided in that area. Emergency personnel are on scene, but because of the whiteouts the vehicles and first responders are not visible – so avoid the area of Brackley Pt. Road and the bypass.
PEI RCMP asks all Islanders to avoid driving if at all possible. If you do have to go out, ensure your vehicle is cleared of all snow, your lights are visible and on, and that you drive for the conditions – slow down and leave extra space.
As of 1:00pm, the Transportation Department pulled the plows off secondary roads in Kings County because of whiteout conditions. Until conditions improve in Kings County, plows will only be working the main roads – Routes 2, 3 and 4.
Winter Storm Warnings remain in effect for both Kings and Queens Counties, while Prince County is under a Blowing Snow Advisory.

As a result of a 6-week drug investigation, the Charlottetown Police Street Crime Unit has charged a 49 year old Charlottetown man. He was arrested Thursday morning on Capital Drive and police seized a quantity of crack cocaine. Police say the man had also been charged with drug offences by the Street Crime Unit last October. He now faces an additional charge of Possession of drugs for the purpose of trafficking, and has been remanded in custody pending a court appearance.

Monday is election day in District 19 Borden-Kinkora. The byelection is being held to fill the seat in the legislature left vacant with the November resignation of MLA Jamie Fox. The polls are to be open from 9am to 7pm. If you aren’t sure where to vote on Monday, you can check the Voter Information Card you would have received in the mail or visit electionspei.ca
Elections PEI says 1,126 people voted in the advance polls, which is roughly 26 percent of the eligible voters in the district. If you are in the district and have a mai-in ballot, it must be returned to the office of the Chief Electoral Officer by noon Monday.
Obviously weather is a concern for Monday’s vote. Elections PEI CEO Tim Garrity says that in the event of inclement weather, electors in District 19 who haven’t voted yet should monitor the local media and Elections PEI social platforms on Monday morning for further information in case the weather affects the vote on Monday.

Both Kings and Queens Counties are now under Winter Storm Warnings, while Prince County is under a Blowing Snow Advisory.
For Kings and Queens Counties, hazardous winter conditions are expected through until Monday, and it will be about noon before we really see diminished winds.
Environment Canada says an additional 15 to 35 cm of snow is possible for central and eastern PEI, combined with maximum wind gusts of up to 80 km/h. Conditions will deteriorate further today as the winds increase and snowfall rates intensify, with blowing snow reducing visibilities. The highest snowfall amounts are expected over eastern PEI where up to 35 cm are possible, while parts of Queens county may only see 15 cm by Monday morning. The snow will taper to flurries throughout the day on Monday. But today, visibility will be suddenly reduced to near zero at times in heavy snow and blowing snow.
For Prince County, poor visibility in snow and blowing snow can be expected to continue with maximum wind gusts of 70 to 80 km/h. Visibility may be significantly and suddenly reduced to near zero. Another 15 to 20 cm of snow is possible through tomorrow in parts of Prince County.
Plows have been out all night working the main roads in Kings and Queens Counties, and some side roads in areas as well. But it’s tough going. Blowing and drifting snow is making it very difficult with whiteout conditions and heavy drifting filling in the roads shortly after they’re plowed. Some of the main roads, though they’ve been worked on all night are down to one lane. Transportation crews are turning to V-Plows to clear out some roads where they have thick, heavy banks that have developed outside the minimal lanes that are open. Blowers may also have to be used later today to clear this up.
Prince County is fairing off better, although the roads are snow covered and slippery with lots of blowing snow. It is worse in areas of East Prince than it is in West Prince. Visibility is just fair in areas of East Prince.
Due to continued storm conditions, UPEI will be closed for the day on Sunday, February 4, 2024. The AVC Veterinary Teaching Hospital will remain open for emergencies.
All Holland College locations will be closed today, Sunday, Feb 4th, due to inclement weather.

Saturday was a big night for PEI as the 35th Annual O’Brien Awards were held in Charlottetown, honouring the best in Canadian Harness racing. PEI native James MacDonald won his third consecutive Driver of the Year Award. PEI native Dr. Ian Moore was named Canada’s Trainer of the Year. PEI’s Andrew Ward was the winner of the Outstanding Groom Award. Premier Dennis King was the recipient of the Cam Fella Award for his profound impact on Standardbred horse racing. Also, Jason Hughes of Stratford was a finalist for the O’Brien Award of Horsemanship.

Prince Edward Island is getting hit with a wintery, blustery mess this weekend as Kings and Queens Counties are under a Special Weather Statement.
Environment Canada has been projecting total snowfall amounts of 20 to 40 cm this weekend for central and eastern PEI. A prolonged period of snow and blowing snow is expected through the weekend into Monday. Along with the snow, winds gusting top 70kh are expected through to Monday as well, causing blowing snow and reduced visibility.
Prince County is to see a lesser amount of snow, but will still be dealing with messy conditions with blowing snow.
The weather resulted in a number of cancellations and closures on Saturday, including UPEI and all Holland College locations.

Kings and Queens Counties are under a Special Weather Statement advising of what Environment Canada is terming “Prolonged winter weather” to impact PEI into early next week. The agency said Friday that central and eastern PEI had the potential to see 20 to 40 cm of snow over the period stretching from Friday night until Monday. Those significant snow amounts will be combined with increasing northeast winds that will result in blowing snow and reduced visibility on the roads. While Prince County is not included in the Special Weather Statement and is to get less snow than the rest of P.E.I., it will still be messy with strong winds causing blowing and drifting snow and reduced visibility.
