Environment Minister Steven Guilbeault has closed out the COP-28 summit with nearly 200 countries agreeing to transition away from planet-warming fossil fuels. 

The agreement approved in Dubai was welcomed by some observers as a historic turning point in global climate negotiations and stronger than a draft floated earlier in the week.

 But many warned of what they saw as loopholes and distractions in the agreement that could undermine the action needed to meet the global commitment to keep temperature rise to 1.5 degrees above pre-industrial times.

 Guilbeault, who posted a statement on X says the final agreement –quote– “gives us a fighting chance to meet our climate goals.”

Wednesday was Acadian Remembrance Day — a day when Canadians are invited to recall Acadians displaced in the 18th Century.
Gilles Arsenault, the minister responsible for Acadian and Francophone Affairs, noted that in 1758 and 1759, over three thousand Acadians were forced to leave their Island villages, abandon their properties and were placed on boats going to British colonies or France.
In 1758. a total of three shipwrecks took the lives of almost 1,000 Acadians.
Arsenault says he encourages all Islanders to learn more about the Great Deportation.

The Provincial Fire Marshal’s Office has determined that Saturday’s fatal fire in Summerside was accidental.  One man died in the fire in a duplex on Boswell Crescent, which broke out shortly after 2:30pm.  A second occupant of the building was able to escape safely through a second floor window with the help of two roofing workers who were working on the building at the time.  The investigation by the Fire Marshal’s Office found that the fire started on the second floor of the duplex and was caused by smoking materials that were improperly extinguished.

The auditor general says a number of Islanders aren’t receiving knee and cataract surgeries within wait times that meet national targets.  Darren Noonan’s audit also says Health PEI isn’t using national methods of measuring wait times for hip, knee and cataract surgeries.  Noonan says the Island’s median wait times, which the province doesn’t use in its figures, rose about 35 per cent between 2013 and 2022 for hip, knee and cataract surgeries.  The median wait time for knee replacement surgery was 210 days, higher than the national median of 182 days, and that for knee surgeries was 164 days, lower than the national median of 182 days.

The premiers stressed the need for Ottawa to work with them on new ways of  increasing the housing supply and on funding strategic infrastructure. 

They also noted the need to further collaborate with the federal government on targeted immigration to help address continuing labour shortages, especially in health care and the skilled trades.

Auditor General Darren Noonan has tabled a report to the Legislative Assembly on COVID-19 Financial Support Programs.   In April of 2020, Premier Dennis King requested that the Auditor General examine government’s COVID-19 pandemic response – in particular a financial examination of the provincial government’s COVID-19 programming and supports, and the special warrants associated with COVID-19.  The Report provided today is Phase Three, which included loan programs, as well as the remaining program payments funded by the COVID-19 Emergency Contingency Fund.  The report concludes that the Province obtained appropriate authorizations for financial support programs initiated in response to COVID-19; but that appropriate oversight and controls were not always maintained over disbursements made under the programs.

Prince Edward Island is under a Wind Warning and being battered by winds gusting to 90kh.  Those winds have forced traffic restrictions to be put in place on the Confederation Bridge, and forced the cancellation of most scheduled sailings on Monday by Northumberland Ferries between Wood Islands and Caribou.
The winds have also resulted in power outages across the province.  As of 5:30pm, Maritime Electric was reporting that more than 6,000 customers were without power.  Outages were being experienced in Montague, Murray River, Murray Harbour, Souris West, Oyster Bed Bridge, Fortune Bridge, Wheatley River, Brudnell, Wood Islands, Beach Point, Rollo Bay, Sturgeon, Eglington, St Catherines, Georgetown, St. Charles, Canoe Cove, Belle River, Orwell Cove, Abney, Orwell, New Haven, Albion, Milltown Cross, Alliston, Long Creek, Whim Road, Kilmuir, Alberry Plains, Gasperaux, Ebenezer, St. Marys Road, Heatherdale, White Sands, High Bank, Little Sands, Brooklyn, Commercial Cross and surrounding areas.

The RCMP has issued an update in regards to Friday’s fatal collision in Marshfield.  Police say the 30-year old man who suffered serious injuries in the collision has passed away. He was a passenger in the pick-up truck involved in the collision and is the fourth fatality in the tragic crash.   The collision happened at about 6:20pm Friday on St Peters Road in Marshfield. On Saturday, the RCMP reported that early indications appear to show that the driver of a pick-up truck pulled out into the oncoming lane and struck a car head on, and three people in the car died of their injuries. A teenaged boy who was in the car remains in hospital with serious injuries, while the driver of the truck was taken to hospital with non-life-threatening injuries. A 20-year-old man from York was arrested for Dangerous Driving Causing Death and Impaired Driving Causing Death. The man will appear soon in provincial court.

A 35 year old Charlottetown man was charged with impaired on the weekend after providing breath samples that were over the legal limit.

At about 2:30 am Sunday,  while on routine patrol, a Charlottetown Police officer came upon a vehicle that was sitting still and partially obstructing traffic flow on Water Street.  The Officer pulled in behind the vehicle and noticed the driver was sleeping behind the wheel.   When the driver was awoken it was determined that he was impaired by alcohol and then arrested and brought to the Police Station for breath samples.

Charlottetown Police are reminding the public to plan ahead and never get behind the wheel when their ability to drive is impaired by drugs or alcohol.

Summerside Police and its Major Crime Unit and Forensic Identification Section, the PEI Fire Marshal’s Office and Provincial Coroner’s Office are investigating a fatal fire in Summerside on the weekend.  Fire broke out shortly after 2:30pm on Saturday in a residence on Boswell Crescent after a 9-1-1 call at approximately 2:40 pm on Saturday.  Summerside Police and the Summerside Fire Department responded to the scene after getting a 9-1-1 call.  Police say one man died as a result of the fire, and a second occupant of the residence was able to escape the fire through a second floor window with the help of two roofing contractors who were working on the building’s roof when the fire started. The  occupant, two roofers and two police officers were all examined at hospital and later released. While the cause has not been determined, Police say it’s not believed to be the result of a criminal act.

It was a tragic weekend on island roads with Friday night’s two-vehicle collision on St Peters Road in Marshfield. Three people were killed, two were critically injured and a sixth was treated for non-life-threatening injuries.  The RCMP investigation is continuing, but police said Saturday that early indications appeared to show that the driver of a pick-up truck pulled out into the oncoming lane and struck a car head on. Passengers in the car include an 18-year-old man, 18-year-old woman, a male youth, all of whom succumbed to their injuries.  A teenage boy is being treated for serious injuries. A man who was a passenger in the truck was seriously injured and the driver of the truck also suffered injuries.  A 20-year-old man from York was arrested for Dangerous Driving Causing Death and Impaired Driving Causing Death. The man will soon be appearing in provincial court.

The RCMP says Friday night’s collision was the third collision that resulted in the arrest of an impaired driver in a span of three days. RCMP implore Islanders to plan, don’t drive impaired, and prevent further tragedies. If you see a suspected impaired driver call 911.

A wet and windy day Monday on PEI.  Environment Canada has issued a wind warning for all three counties in PEI.  We’ll see showers and winds picking up through the day.  By late in the afternoon, those winds will be south gusting to 90 KH.  There is a Wind Warning Advisory in effect for the Confederation Bridge, meaning that when those winds pick up later in the day it’s possible that traffic restrictions may need to be put in place.  Meanwhile, Northumberland Ferries has also indicated that the strong winds may have an impact on Monday’s sailing schedule.

With a wind warning in effect for Prince Edward Island, the operators of Confederation Bridge are cautioning travellers that traffic restrictions could be put in place for much of Monday and Tuesday.

A tragedy on the highways at Christmas is hitting Islanders hard with sadness as evident on social media.

A head-on collision on Route 2 in Marshfield on Friday evening left three young  people dead and two critically injured.

RCMP responded to a two-vehicle collision just after 6.00 on Friday night.  The early investigation shows that a pickup truck hit a car head-on when it pulled into oncoming traffic.

The Mounties say a young  man and a woman, both 18, and a  12 year old in the car died from their injuries, while a teenage boy in the vehicle and a passenger of the pickup truck were seriously injured.

Police say a 20-year-old man from York was arrested on suspicion of dangerous operation of a  motor vehicle causing death and impaired operation of a vehicle causing death. The accused will be going to court to answer to charges.

Island EMS, the North Shore Fire Department, the Department of Transportation and Provincial Coroner attended the scene along with police. 

Family and friends of the victims of the horrific crash have taken to social media to speak about the young people involved. A single mom has lost two sons. A third is in the ICU in Halifax. And a young woman  has also lost her life. They were travelling to a youth group event on Friday. 

A marked RCMP vehicle with its lights flashing and siren blaring  was involved in a collision with another vehicle on the Charlottetown bypass near Mount Edward Road while heading toward the crash.  There were no injuries.  Charlottetown Police are investigating.

RCMP have arrested a 20-year-old man in connection to fatal collision Queens District RCMP responded to a two-vehicle collision with fatalities on St Peters Road in Marshfield on Friday evening. Three people were killed, two were critically injured and a sixth was treated with non-life-threatening injuries. Queens District RCMP responded to a two-vehicle collision in Marshfield leaving three people fatally injured and two people with critical injuries and one who was transported to hospital with non-life-threatening injuries. A 20-year-old man from York was arrested for Dangerous Operation of a Vehicle  Causing Death and Impaired Operation of a Vehicle Causing Death. The man will appear in provincial court at a later date, the matter remains under investigation.

 Early indications appear to show that a pick-up truck pulled out into the oncoming lane and struck a car head on. Passengers in the car include an 18-year-old man, 18-year-old woman, a male youth all of whom succumbed to their injuries and a teen boy who is being treated for serious injuries. A man who was a passenger of the truck was seriously injured and the driver of the truck also suffered injuries.

 On the way to the  collision, a marked RCMP vehicle traveling with lights and sirens, collided with a vehicle at the intersection on the by-pass at Mount Edward Road. No one was injured. Charlottetown Police is investigating this as a separate collision.

 A new housing project in Alberton will mean new, affordable, safe  housing for people struggling with mental health and addictions.

The project is a partnership of the Canadian Mental Health Association PEI and the provincial government which has contributed a $2-million forgivable loan and $1.4 million over the next ten years for operating costs. People living in the 10 unit building will have access to CMHA programs and services.

The two-storey building includes six studios and four  single bedroom apartments.
